j-flash cann't program

hi,
My platform Samsung S3C2440A and intel 28f128j3 flash.reading is ok.but cann't program.it shows "Low Programming Voltage Detected'.i don't know what's going on.

anybody can help me.l am a new guy to arm.waiting for your help

my problem has soluted.somthing wrong with my hardware.the pin of vpen didnt jion vcc=3.3.so the voltage is low.

but i find another problem. when progamming,it cannt use ram and show wrong .i use the full-feature jlink.
