The first step would be to try the latest version of the J-Link Software pack.
After installation you will be asked if you would like to update your IDEs and such (including IAR EW).
You can get the latest version here:

Apparently you are using a clone and not a genuine J-Link.
Please note that using our software in combination with a clone is illegal.
It also excludes you from any kind of support.
