    Yes, as stated in the forum thread you linked, the utility does not support conversion of ST-Link V3 and there are no plans to add support for it.

    Unfortunately, this is not the case.
    There were plans to implement support for ST-Link V3, but we decided against it.
    The reason for this decision is that most ST boards (if not all) using the ST-Link V3 also come with an external debug header, which many old ST boards did not.
    Therefore the considerable amount of work to develop a conversion tool for ST-Link V3 did not make sense to us, since one can simply use an external J-Link to connect to the boards.
