    Is it a specific file format or a simple binary file?

    Generally the J-Link can do that. But how depends on the debugger you are using.
    For Keil MDK please contact Keil and ask them if MDK offers this feature.
    Alternatively you can use our IDE independent cross-platform debug software Ozone which is free to use with a J-Link Plus or higher.
    There you have a option in the memory window called "Load memory data" which does exactly what you are looking for.
